I don't think the winds were necessarily targeted back then. I just think that if our clever little friend has been thinking to escalate whatever fun they had planned for us, they knew then that they wanted to do it.
It does seem that they sent him those keywords specifically, though, so perhaps that's what they decided on doing in the moment. Those with a taste for trouble don't always go in with an exact plan laid out.

No... He just seemed to think that they found his testing amusing. Why, I have no idea. [Some guesses, maybe- but those were only personal hunches.]
Perhaps because he seems to be willing to test anything, no matter the danger it poses? I wonder if that is why it served the glitch that it did, which caused this strange PK state. In any case, it exposes a serious flaw in the game's system, so it's pretty incredible that the devs haven't managed to fix it yet. Incredibly incompetent, I mean.

Yeah, amazingly incompetent sounds about right. You'd think they'd want to avoid a sheer amount of embarrassment and other liabilities, but I'd say at this point they must think themselves above that.
