An item I received contains transcriptions of verbal dialogue my brother has said to me in person, the latest dating to a year ago.

Other items I received contain references to my brother's bodily measurements.

If CC Corp would like to suggest that there are hidden cameras in my vicinity, or that CC Corp has access to cameras employed by other agencies, and that is how these verbal records from various locations and physical estimates of my brother's person came to be, then...

But I suspect that isn't the case. Is it?

It sounds like there's separation between developers and administrators. If developers or other individuals in the company are adding features intended to needle players, there's not enough communication between departments for those closer to the ground (ie, administrators) to be aware of what's going on to actually address these issues, or explain apparent motive.

Such as titles being implemented for certain users when, it seems, they weren't supposed to be available during beta at all.

How many people are working on this game? Isn't this normally information that's shared?

There are a great number of people listed on the project, but their decisions do not always make it back to those of us in the game.
